Matteo provides assistance, both judicial and extrajudicial, to public and private entities.

Drawing on his public and administrative law experience, he provides assistance on healthcare matters, public procurements (with a specific focus on public-private partnerships), anti-corruption law, transparency, building and urban planning, as well as dealing with public companies and services.

He has also assisted public and private clients in procurement procedures and public-private partnerships in various fields, including the energy sector. Additionally, he has experience working with procedures for obtaining economic incentives and financing for business activities, as well as authorizations and accreditation procedures, particularly in the healthcare and social care fields, supporting clients in every stage of the process. He is also an experienced litigator in front of administrative tribunals and civil courts in these matters.

In addition, he has followed the regulatory realignment of numerous public companies, professional associations, and healthcare and social care structures, supporting management in the identification of the best transition strategies, in monitoring the results over time, and assuming direct responsibilities as Data Protection Officer (DPO).

Before joining WST (formerly Fieldfisher Italy), he worked for a well-known law firm in Padua specializing in administrative law and was a Senior Associate at a prominent international law firm.

After receiving a PhD from the University of Padua in European administrative law, he was a subject matter expert for several years at the University of Ferrara.

He is currently an adjunct professor in Public Law at the Università di Padova and has participated as a lecturer at several masters and training courses organized by Università Ca’ Foscari in Venice and by Università LUMSA in Rome. He is a member of boards of directors, scientific committees, and institutional commissions at national and local levels, operating in the same field.

Matteo is a regular speaker at numerous conferences and workshops, as well as the author of several cutting-edge publications in the field of administrative law.
